Founded in Wisconsin - The City of Waukesha

On May 7, 1892, Waukesha, Wisconsin, encountered an economic threat rather than a fire. James E. McElroy, an entrepreneur from Chicago, attempted to redirect the town's Hygeia Spring water to the 1893 World's Columbian Exposition. The determined townspeople, armed and resolute, successfully thwarted his plan, compelling him to find an alternative water source beyond their jurisdiction.


In October 2023, Waukesha inaugurated a new pipeline, not for exporting water, but for importing up to 8.2 million gallons daily from Lake Michigan. This $286 million, 36-mile project underscores the city’s adaptability over the past 131 years.


Waukesha’s transformation from a milling post to a mineral-water hub, and now a leader in manufacturing and healthcare technology, exemplifies regional competitiveness. Its history is a testament to converting geographic limitations into intellectual strengths, offering valuable insights for entrepreneurs and investors.


Prairieville: Laying Institutional Foundations (1834–1868)


In May 1834, brothers Morris D. Cutler and Alonzo Cutler, accompanied by Henry Bowron and John Mandeville, journeyed from Indiana to the Fox River Valley. Attracted by the fertile land, abundant timber, and water power, they claimed 160 acres near a Potawatomi village and constructed the first log cabin. While others such as David Jackson and Deacon Ezra Mendall established the first post office and mills, Alonzo moved west, leaving Morris as the principal figure in the settlement named Prairieville.


Over the next sixty years, Morris Cutler emerged as Waukesha's leading builder and real estate developer. He meticulously planned streets, sold land to tradesmen, and donated land for public purposes, deliberately avoiding rapid sell-offs. He resided on his homestead until his death in 1896 at the age of 86, bequeathing his estate to the public. Today, his property is known as Cutler Park in downtown Waukesha, featuring Native American effigy mounds and solidifying his legacy as the founder who transformed the area into a commercial and institutional center.


Frontier Milling (1830s) ➔ Institutional Anchor (1840s) ➔ Rail Logistics Hub (1851)

The early economy centered on timber and milling wheat for Milwaukee, but Prairieville set itself apart by building institutional capital. In the 1840s, residents founded Prairieville Academy, which evolved into Carroll College, Wisconsin's first chartered four-year institution. In 1846, civic leaders successfully lobbied for the creation of Waukesha County, naming Prairieville as the county seat and renaming it Waukesha in 1847. The town became a hub for the abolitionist movement, publishing The American Freeman and serving as a stop on the Underground Railroad. In 1851, Waukesha was chosen as the terminus for Wisconsin’s first passenger rail line by the Milwaukee & Mississippi Railroad.


By 1860, Waukesha had land, water power, county governance, an academic institution, and the state's most significant railhead. However, it still lacked a proprietary, scalable product.


The Springs Era: The Limits of Narrative Marketing (1868–1914)


In August 1868, Colonel Richard Dunbar, an Irish immigrant, former railroad contractor, and diabetic, drank from a local spring while visiting family. Believing the water had cured his ailments, Dunbar saw a significant commercial opportunity. Dunbar was not merely fortunate; he was an experienced infrastructure operator with a keen understanding of capital markets and demand creation. He acquired the spring, named it Bethesda, and set out to create a national consumer phenomenon.


Dunbar, instead of launching a capital-intensive bottling operation, crafted a consumer demand strategy by leveraging celebrity endorsements, medical testimonials, and aggressive print advertising in New York and Chicago to market Bethesda water as a medical cure. Recognizing the desires of affluent urbanites for health and escapism, he helped transform Waukesha into the "Saratoga of the West," attracting notable figures like Gilded Age barons, southern planters, and Mary Todd Lincoln. This led to the rise of luxury hotels, bathhouses, and landscaped parks, significantly boosting the city's hospitality and retail sectors.

By 1890, numerous competing springs, including White Rock, Silurian, and Hygeia, were operating throughout Waukesha, exporting millions of bottles worldwide each year. However, Dunbar's business model was built on a precarious foundation. The therapeutic claims were scientifically questionable and easily disputed by the emerging fields of modern medicine and municipal chlorination. Additionally, spring water was essentially a commodity with high transportation costs and minimal barriers to entry for neighboring landowners.


When the pure-water market declined around World War I, the local hospitality industry suffered significantly. Bethesda continued to operate under various owners until 1997, but as a catalyst for community growth, the Springs Era demonstrated that marketing-driven commodity booms create significant civic visibility but offer limited long-term pricing power.


The Motor Works: Constructing an Industrial Moat (1906–1945)


During the height of the resort economy, a new group of entrepreneurs emerged, experimenting in local machine shops. In the early 1900s, Harry L. Horning and Frederick Ahrens ran the Blue Front Garage in downtown Waukesha, dedicating long hours to dismantling and reconstructing the rudimentary automobile engines of affluent summer visitors.


Horning recognized that the future lay not in tourism, but in heavy internal combustion. In 1906, with the support of local investor Allen Stebbins, Horning established the Waukesha Motor Company. Unlike the operators focused on tourism, Horning concentrated on proprietary engineering, setting industrial standards, and defending patents:


Automotive Service (1900) ➔ Proprietary Design (1906) ➔ Defense Standardization (1917) ➔ CFR Global Standards (1928)

Horning strategically focused on heavy-duty industries like agriculture and construction, rather than competing with passenger car manufacturers. During World War I, he played a key role in standardizing the "Liberty Truck" engine, positioning Waukesha as a leader in military and heavy-duty applications. He also secured exclusive American patent rights for the Ricardo turbulent cylinder head, boosting engine efficiency and power. In 1928, in collaboration with the Cooperative Fuel Research Committee, Horning's engineers developed the CFR engine, setting the global standard for evaluating octane and cetane levels in fuels.


By the beginning of World War II, Waukesha Motor Company had established itself as a leading supplier of engines for military logistics and industrial operations. By anchoring the business in research, standard-setting intellectual property, and mission-critical applications, Horning created a robust manufacturing cluster that endured beyond its original founders.


Postwar Diversification: The Spinoff Multiplier (1946–1985)


Great industrial companies inevitably seed their own competition and supply chains. In the decades following World War II, the engineering talent concentrated at Waukesha Motor Company spilled outward, establishing three foundational pillars of the region’s modern economy.


  • Waukesha Bearings (1946). Founded to solve high-load friction challenges in heavy rotating equipment, Waukesha Bearings pioneered fluid-film hydrodynamic bearings. The business moved up the value chain by engineering mission-critical components for turbomachinery, power generation, and marine propulsion (now a core unit of Dover Precision Components).


  • Husco International (1946). Started in a modest garage by engineer Dana Schneider, Husco specialized in hydraulic control valves for off-highway construction and agricultural equipment. Schneider built the company by solving complex fluid-power problems for heavy equipment OEMs before selling to Koehring in 1968.


  • Generac (1959). The most prominent spin-off came when Robert D. Kern, a mechanical engineer at Waukesha Motor Company, saw an unaddressed niche for portable, engine-driven generator sets. When Waukesha Motor decided to eliminate his specialized division, Kern struck out on his own with five employees in a small shop.

Kern's remarkable resilience was demonstrated in several pivotal instances. In 1967, when a fire devastated Generac’s Waukesha plant, Kern promptly relocated the assembly lines to the parking lot and reconstructed a larger facility in under two months.


By adopting vertical integration, Generac developed its own engine designs and manufacturing processes, thereby protecting profit margins. Kern privately managed the company for 47 years, and upon his departure in 2006, he generously shared the proceeds from the sale with long-serving employees.


Today, Generac flourishes as a publicly traded company with significant revenues. Furthermore, Kern's industrial achievements fueled his philanthropic endeavors through the Kern Family Foundation, established in 1998. The foundation's initiatives, such as the Kern Entrepreneurial Engineering Network (KEEN), have incorporated entrepreneurial frameworks into engineering programs at over 50 U.S. universities.


Owner-Operators and the Modern Base (1985–Present)


During the mid-to-late 20th century, corporate conglomerates swept through the Rust Belt, acquiring family-run shops and often gutting local operations. Waukesha’s trajectory diverged due to the presence of committed owner-operators who bought back control and focused on long-term capital compounding.

The Husco Management Buyout


In December 1985, Agustin "Gus" Ramirez Jr. recognized bureaucratic obstacles impeding Husco's product development and initiated a leveraged buyout to reinstate private, founder-led management. Over the next 25 years, Ramirez transformed the company by redirecting its focus from off-highway hydraulics to high-volume electro-hydraulic automotive components. Under his leadership, Husco secured over 100 U.S. patents and increased revenue from $13 million to over $400 million, establishing itself as a leading minority-owned manufacturing enterprise. In 2011, Gus transferred leadership to his son, Austin Ramirez, ensuring the company remained privately held, which enabled significant R&D investments through economic fluctuations.


The GE HealthCare Anchor


In 1947, General Electric relocated its nascent X-ray manufacturing division from Chicago to the Milwaukee area, eventually establishing a significant presence in Waukesha. Over the years, the Waukesha site evolved into GE’s global center of excellence for computed tomography (CT), magnetic resonance (MR), and diagnostic imaging. After its spin-off as an independent public company in 2023, CEO Peter Arduini pledged to modernize the Waukesha campus as its primary operational hub in Wisconsin, consolidating over 1,000 engineering and software positions and supporting a high-tech supply chain with more than 5,000 regional employees.


The Broader Industrial Ecosystem


Waukesha County has developed Wisconsin's second-largest manufacturing base, comprising over 1,000 companies specializing in high-precision CNC machining, plastics, metal fabrication, and power systems, including Eaton's Cooper Power Systems. This dynamic sector is bolstered by a consistent talent pipeline from Carroll University, the University of Wisconsin-Milwaukee, and Waukesha County Technical College. Furthermore, the county is home to a workforce exceeding 65,000 industrial and tech professionals, providing a substantial labor pool for advanced engineering operations.


Water, Again: Managing the Ultimate Supply Chain Bottleneck


Waukesha's economic history and future have both been intricately linked to its water resources. By the early 2000s, extensive groundwater pumping had significantly depleted the city's deep sandstone aquifer, causing radium levels to exceed federal safety standards. In 2010, this prompted a court mandate for the city to find a sustainable water source. Although Lake Michigan, located less than twenty miles away, seemed like an obvious solution, navigating the legal and political challenges proved complex.

According to the Great Lakes–St. Lawrence River Basin Water Resources Compact (2008), water diversions outside the natural drainage basin of the Great Lakes are generally prohibited, with a limited exception for municipalities located in counties that straddle the continental divide line. Waukesha was the first to seek such an exception, facing the challenge of obtaining unanimous approval from all eight Great Lakes states amid opposition. To secure approval in 2016, Waukesha implemented a closed-loop system, treating and returning water to Lake Michigan via the Root River. Under the leadership of Dan Duchniak and Mayor Shawn Reilly, the Great Water Alliance completed the $286 million pipeline project ahead of budget by October 2023. This strategic initiative resolved Waukesha's natural resource limitations, ensuring its growth for the next century.


Lessons from Waukesha's Economic Evolution: Managing Disruption Through Innovation and Local Investment


The economic development of Waukesha over the last two centuries offers valuable insights for managing disruption. Firstly, while narrative advantages may provide short-term gains, it is intellectual advantages that deliver lasting value. This is evidenced by the shift from the Springs Era to innovations in specialized patents, fuel standards, and hydraulic physics, which have endured through economic changes.


Secondly, anchor institutions should act as incubators, as demonstrated by the Waukesha Motor Company. This company not only thrived but also spawned successful spinoffs like Generac and Husco, thereby boosting regional capital.


Thirdly, the participation of owner-operators is crucial for maintaining long-term competitive advantages. Unlike multinational conglomerates, patient owner-operators such as Gus Ramirez and Robert Kern have encouraged continuous investment and local intellectual property protection, leading to broader community reinvestment.


Lastly, scarcity often drives capital innovation. Waukesha's industrial progress was propelled by necessity, such as the transition from spring-water to internal combustion and the initiation of a multi-state water diversion project due to aquifer depletion.


Waukesha's Blueprint for Economic Resilience and Strategic Growth


The arc of Waukesha demonstrates that economic resilience is not an accident of geography. It is the result of transforming initial geographic advantages into institutional scaffolding, capturing knowledge capital before commodities run dry, and managing long-term infrastructure constraints with strategic precision. As the Midwest navigates the next wave of advanced manufacturing, automation, and healthcare integration, Waukesha's playbook remains as relevant as ever.
